You can get wallpaper paste or use plain white glue and put it on wall under the wallpaper and then smooth out the wall paper.
The sell small tubes of wallpaper paste for repairs or reglueing edges.
There is a border glue you can purchase. I got mine at Lowe's years ago. Need a small amount and hold it down for few minutes until it "grabs". I used it in both bathrooms with good results. It comes in a tube about the size of toothpaste. It is called wall border glue. My WP has been up 6 or 7 years and the border on a couple of corners started coming away from wall and this product worked well for me.
