Can I use chalk paint on outside wood and then use a clear Matt varnish to waterproof

You can use chalk paint outside. Unsealed it will weather to a soft patina. I would use a marine grade varnish or look for one that says "Exterior" or "Outdoor". These will seal the chalk paint well. Know that when you use varnish or any non-waterbased sealer, the color of the paint will yellow. Using water-based products will keep this from happening, but may not hold up as well outside.
