I never had this problem at home only in hotels. If your shower curtain is heavy enough, it should stay put. My magnets work, but I put the liner on backwards so the seam faces the room; I found that the seams would get mildewy otherwise. Perhaps that is why my magnets work. However magnets won't work in a fibreglass or plastic tub.
Have you tried a fast drying cloth or polyester liner? How about a rounded rod?

Try preheating the bathroom with a space heater. This will counteract the curtain's tendency to rise with the heated steam from the hot shower.
WE bought a shower curtain with magnets on the bottom seam to hold the shower curtain off. We also bought a rounded curtain rod that is arked out so the curtain is farther away from ones person when showering. You can get the special arked rods at most department and hardware stores. We would not live without one in our shower.
Get a shower curtain with lead weights or else just a liner with weights that will stick to the tub.
Buy a rounded curtain rod, even if you are renting. If you can afford a cotton curtain that is treated with water repellant, do that. The curtain needs to be wide enough for the extra width of a rounded rod and long enough to almost reach the tub floor at the middle point. Best wishes 😇
Try one of those curved shower curtain rods. The amount of extra area they provide is surprising.
Is it possible to attach industrial Velcro squares of an inch and a half to the shower curtain ends? It comes with adhesive on both sides. The industrial quality has a stronger grip. (We use it a school to keep foam core board tri-fold projects displayed on hall tiles. We remove the squares once it's time to take student projects down.)

I used to have the same problem and it also angered me too! Then I had an AHA! moment and I wet t side and ends of the tub, closed the plastic liner and pressed it against the wet tub and, voila! It works every time 😀
I use a thick heavy shower curtain in my tub shower with magnets that eliminated this problem but if you have a tiled shower then you can buy a curtain with suction cups on the bottoms.
Get the shower curtains that have magnets on the bottom
I had the same problem try replacing your straight shower rod with curved one. It will give you more room in the shower and keep the shower curtain off of you while you shower.
Magnets that are installed in the bottom of the shower curtain help but for me the biggest help is those magnets added weight. If I get my shower wet and put a dry shower curtain on a wet shower wall the curtain sticks to the wall.
Ge a heavier weight shower curtain or liner. Or get a curved out shower rod.
